No. Everything happens in your browser, so private or unreleased creative never leaves your computer.
Only by tracing. Photoshop files and photos are made of pixels, so the converter traces their shapes into vectors. That works well for logos and flat graphics with a few colors. It won't give you the original vector file a designer made.
It was probably saved without "Maximize compatibility". Open it in Photoshop, choose Save As, and leave that option on.
Your browser's memory is the limit. Very large images, over about 16,000 pixels on a side, may fail in some browsers.
